THE POSITION
Under general direction of the Facilities Manager, the Capital Improvement Project Manager is responsible for the coordination and implementation activities relating to Capital Improvement purchases and rehab/construction projects. This position is full time, 40 hours/week, Exempt.
KEY RESPONSIBILITIES
- Manages all Capital Improvement supplies and equipment purchases and rehab construction projects in order to complete projects on time and on budget, and track projects with Microsoft Project Manager software.
- Performs feasibility analyses of properties, including deficiency lists, preliminary code investigations, and cost analyses and recommendations for Capital Improvement and rehab projects.
- Coordinates bid and qualifications processes to select and manage vendors, design professionals, contractors, and consultants for all Capital Improvement purchases and construction projects.
- Prepares and negotiates contracts.
- Monitors contract compliance and inspects completed work.
- Along with the Assistant Facilities Manager, manage the Preferred Vendors List.
- Oversees project design development; supervises preparation of project plans and specifications for all Capital Improvement projects and purchases.
- Prepares construction and design related cost estimates, reviews invoices, and monitors costs for all Capital Improvement projects and purchases.
- Obtains and tracks contractor license, insurance, lien waivers, and required building permits and all required TNDC management approvals.
- Oversees the construction process including compliance with local government agency requirements.
- Perform site inspections.
- Analyzes and makes decisions regarding change order proposals.
- Assures compliance with plans and specifications.
- Coordinate with Property, Facilities and Asset Management staff to establish priorities, funding requirements, scope of work for Capital Improvement purchases and rehab/construction projects.
- Responsible for the maintenance of a database to identify, schedule and report on all facilities deficiencies, cost estimates, priorities and update status for Property Management and Asset Management annually.
- Other duties as assigned.
REQUIRED SKILLS

MINIMUM QUALIFICATIONS
- Bachelor’s degree and three years experience in construction management, architecture, engineering or equivalent.
- Advanced degree can be substituted for a 3 years of experience.
PREFERRED QUALIFICATIONS
- Three years plus experience in construction project management
- Bachelors Degree in architecture, engineering, construction management or related field.
- Experience with cost estimating and/or capital need tracking software programs.
SALARY
$45,000-$55,000 (DOE) + Excellent Benefits.
