TNDC is a team of more than 500 people committed to building a future where people of every income, race, spoken language, gender identity, and sexual orientation can thrive. Below you can see our management team, board, and spotlights of staff-members across our organization.

Katie Lamont

Katie Lamont

Chief Operating Officer/Interim Co-CEO

pronouns: she/her

Katie currently serves as TNDC’s Interim Co-Chief Executive Officer, spearheading Government and Community Relations, Advocacy, Fund Development, and Business Partnerships. Continuing in her role as Chief Operating Officer, she leads the management team in strategizing and achieving annual goals across all departments. With two decades of experience in housing development, Katie guides the Housing Development, Tenant and Community Services, and Community Organizing teams to deliver housing stability, promote wellness, and amplify voices for San Franciscans living on limited incomes. 

Katie's commitment to equity, inclusion, and shared leadership traces back to her work in fair housing in Miami, Florida, and has grown through her tenure at organizations like the Los Angeles Community Design Center (now known as Abode Communities) and Eden Housing. She holds a Master’s degree in Urban Planning from the University of California, Los Angeles, a Bachelor’s degree in American Civilization from Brown University, and is an alumna of the NeighborWorks Achieving Excellence Program. 

Roxanne Huey

Roxanne Huey

Chief Financial Officer/Interim Co-CEO

Roxanne is a financial executive with 35 years of accounting and finance experience. She was the Vice President of Finance and Corporate Controller for the Low Income Investment Fund (LIIF), a national community development financial institution, for 16 years. Roxanne’s responsibilities included accounting and financial reporting, financial planning and analysis, budgeting, capital management, compliance, treasury operations, and investment management.

Roxanne’s career began at Deloitte, the world’s leading accounting firm where she had a broad range of audit clients including public and private companies. She has also worked in the financial services, real estate brokerage, and registered investment advisory fields.

She earned a Bachelor’s degree in Accounting from California State University in Sacramento and earned her Certified Public Accountant (CPA) license in 1991.

Chief Fund Development and Strategy Officer

Amory Sharpe is a nonprofit fund development professional with more than twenty-five years of fundraising experience and a successful track record of planning and executing fundraising programs for annual funds, capital campaigns, and special projects. He has served as the lead fundraiser overseeing the strategic direction and daily management of development departments at a number of prominent cultural, educational, and social service organizations in the SF Bay Area and New York City including Insight Housing, the San Francisco Art Institute, the Asia Foundation, American Conservatory Theater (A.C.T.), the Asian Art Museum, the Lower East Side Tenement Museum, and Repertorio Espanol. Amory has a B.A. degree from Vassar College.

Bimi Menegatti

Chief People Officer

Bimi is a seasoned HR professional who brings a wealth of experience from her roles at Principle Power, Inc. and HomeRise (formerly Community Housing Partnership). As the US Senior HR Business Partner and Compliance Manager at Principle Power, Inc., Bimi excelled at driving company initiatives, offering strategic counsel on employee relations, and ensuring regulatory compliance. Prior to her role at Principal Power, Bimi played a pivotal role at HomeRise, where she led the HR function, negotiated labor agreements, pay equity, and implemented diversity initiatives.

Beyond Bimi’s corporate endeavors, Bimi remains deeply committed to community wellness. She volunteers at the California Reentry Institute (CRI) to support community transformation and reduce recidivism. Her multifaceted experience and dedication to both corporate excellence and community empowerment speak to her holistic approach to HR leadership. 

Bimi earned her BA in Business Management from San Francisco State University and has earned her SPHR and SHRM – CP.

Chris Cummings

Chris Cummings

Director of Housing Development

Chris began his role as Director of Housing Development in August 2022, previously having worked at TNDC as the Interim Director of Housing Development and in a Project Manager role and most recently as Associate Director of Housing Development. As a Project Manager, Chris worked on both new construction and acquisition/rehab projects, delivering over 300 units of housing to San Francisco.

Chris is deeply passionate about affordable housing development, and more specifically, in preservation strategies for TNDC’s existing building portfolio and in the context of acquiring existing rent-controlled properties to preserve as affordable in perpetuity. As Associate Director of Housing Development, Chris led the development and execution of TNDC’s 2018 Portfolio Recapitalization Plan, a comprehensive five-year plan which included the rehabilitation of over 250 units of existing TNDC housing. Chris also developed and currently leads TNDC’s Acquisitions Strategy Group, a multi-department team which focuses its efforts on identifying TNDC’s priorities for new acquisitions and appropriate opportunities that meet community needs and TNDC’s overall mission, race-equity framework, and Theory of Change.

Chris began his career in affordable housing at Recap Real Estate Advisors in Boston, MA, working on capital needs assessments, energy retrofit plans, and recapitalization strategies for existing affordable housing properties. Chris holds a Master’s degree in City Planning from the University of Pennsylvania and a Bachelor’s degree in Architectural Studies and Spanish from the College of the Holy Cross in Worcester, MA.

Val Langmuir

Val Langmuir

Director of Information Technology

Val joined TNDC in May of 2018. As IT Director, Val is responsible for managing IT service delivery and technical vision across the organization. Val came to TNDC with many years of experience as an IT technical lead in the nonprofit and commercial sectors. Born in the Bay Area and educated in the United Kingdom, Val holds a Bachelor’s degree in Mathematics from Imperial College, London.

Todd LeFurge

Todd LeFurge

Director of Asset Management

pronouns: he/him

Todd joined TNDC in March 2001. As the Director of Asset Management, he is responsible for defining and expressing owner goals for TNDC’s rental real estate portfolio.  Asset Management prepares property-specific asset management plans from analysis of problems and opportunities, proposes major investments and portfolio investment priorities, and executes plans such as re-financings and partner exits. The department is also responsible for managing surplus, fees, insurance and risk, property tax, audited financial statement review and property watchlisting. Todd has a Bachelor’s degree in Philosophy from Grinnell College.
 

Mark Puchalski

Mark Puchalski

Director of Facilities

Mark joined TNDC in May of 2020 as Director of Facilities. Mark is a certified Systems Maintenance Administrator and has over 30 years of experience in facilities operations, management, and maintenance. Mark is a proven leader and has created and implemented facilities and sustainability programs within the semiconductor, software, government, education, transportation, and commercial real estate sectors.

In 2018 Mark decided he would bring his vast skill set to the world of nonprofit housing to do his part to help curb the growing housing crisis plaguing our communities.

Colleen Rivecca

Director of Community Organizing, Policy & Planning

Colleen joined TNDC in 2018 as the Senior Community Organizing Manager and is now Director of Community Organizing, Policy & Planning. Since 2005, Colleen has worked with the Tenderloin community to address issues related to homelessness, hunger, health, and access to public benefits. After receiving her Bachelor's degree in Social Work with departmental honors from Grand Valley State University in Grand Rapids, Michigan, she studied Social Work with a concentration on Community Organizing at City University of New York, Hunter College School of Social Work.

Tom Walsh

Tom Walsh

Director of Risk Management

pronouns: he/him

Tom joined TNDC in November of 2021 as Director of Risk Management. Tom’s 30 years of experiences include risk management, safety, security, environmental, and emergency response services. This includes emergency medicine, firefighting, and hazardous materials emergency response work. He has 20 years of experience in heavy civil construction and surface mining. His past experience includes working for Butterball of ConAgra Foods, Stanislaus County, Sully-Miller Contracting Company of Colas USA, and Shimmick Construction Company of AECOM.

He received a Bachelor’s degree in Biochemistry from California Polytechnic State University, San Luis Obispo and has certificates in Environmental Sciences from the University of California, Davis. Tom has completed additional studies in Fire Sciences from the Office of the State Fire Marshal, California and Modesto Junior College.  He is an Occupational Safety and Health Administration (OSHA) certified Outreach Instructor for General Industry and Construction.

Caroline Yeo

Controller

Caroline Yeo joined TNDC in October 2023 as a Controller.  She is a seasoned financial professional with over 20 years of experience.  Her experience spans various industries, including healthcare, for nine years.  Her journey began at Price Waterhouse, a Big Four accounting firm.  Caroline has demonstrated exceptional leadership skills supervising a team and ensuring their professional growth.  Her responsibilities encompassed a broad spectrum of financial operations, including financial reporting, payroll, budgets, and financial forecasts.  She has also implemented integrated systems resulting in improved workflow and cost savings.

Caroline graduated from National University of Singapore with a bachelor’s degree in accounting.  She earned her CPA in 1989 and is a proud member of the Chartered Accountant Worldwide Network USA.

Johnnie Norway

Director of Finance and Systems

Johnnie Norway joined TNDC in 2004 and has worked in both the Property Management and Accounting Departments. He is primarily responsible for the monitoring and reporting of property financial performance.  He coordinates the annual property budgeting process and operating budgets for new development projects.  He is also the property management system administrator and oversees major departmental initiatives. He has industry certifications CMS, TCS and COS.  He has a bachelor’s degree in Business Administration from Golden Gate University and a master’s degree in Nonprofit Administration from University of San Francisco.

Director of Property Operations

Tia is the Director of Property Operations at TNDC. She oversees the operations, finances, and quality of TNDC properties. She has more than 20 years of experience in affordable and supportive housing and she is well-versed in various housing programs and regulations. She began her career as a leasing agent and worked her way up in the property management industry. She holds several certifications that demonstrate her skills and commitment to the industry. She is also pursuing a degree in Public Administration. She has managed multiple projects, teams, and partnerships, providing excellent service and value to residents, investors, and stakeholders. Tia is a motivated and passionate leader who strives to enhance both financial performance and social impact.
