TNDC acquires Normandy Apartments in The Western Addition

TNDC’s newest building is in District 2 of San Francisco. This January 31 acquisition marks the Mayor's Office of Housing and Community Development’s first preservation project in the area. This is the largest preservation acquisition by unit count for the Small Sites Program. This addition means individuals and families across 108 units can remain in their homes, avoiding the risk of displacement and ensuring stability—core to TNDC's mission. 

“TNDC fully supports MOHCD's commitment to geographic equity and diversity in its housing preservation goals, bringing deed-restricted affordable units to higher-income neighborhoods that have historically lacked access to them,” Chris Cummings TNDC’s Director of Housing Development,said. “TNDC worked diligently to identify the Normandy Apartments acquisition opportunity in District 2—an area with high rents—to support our vision that all communities can continue to live and thrive in their homes without the risk of displacement.” 

The Normandy Apartment community is home to many legacy residents, some dating back to the late 1970s, and this acquisition will help keep their rents low and reasonable. Aside from one manager’s unit, all units will be restricted to households not to exceed 120% MOHCD area median income with rents that will average 80% MOHCD AMI. While the building is in good condition, TNDC will deliver an $8M rehab project to the property this year to make quality-of-life and safety improvements. This purchase was made possible through a combination of funding sources, including the SF Housing Accelerator Fund, Proposition A, Preservation and Seismic Safety Program, and the Community Development Block Grant Program.
